the single parent is a good example, I think people have a cognitive load they can handle up to a certain point and after that they can't really "care" about anything else in the same way

Yes, I agree. Additionally, I also think the more abstract an issue becomes, the harder it is for one to justify taking action, especially when the immediate impact isn't felt (compared to more direct challenges related to finances, safety, etc.).
